MINUTES OF CLINTON PUBLIC WORKS AUTHORITY MEETING
APRIL 20, 2021
Minutes of the regular meeting of the Chairman and Trustees of the Clinton Public Works Authority City of Clinton, Oklahoma, Custer County, held in the City Council Room, City Hall on Tuesday, April 20, 2021, at 5:30 p.m. A notice of this meeting with agenda was posted on the bulletin board in the lobby of Clinton City Hall on April 16, 2021 at 5:00 p.m.
Chairman David Berrong called the meeting to order at 5:31 p.m. with the following present;

Gene McCullough opened the meeting with prayer and Donald Miller American Legion, Post 41 Adjutant led the Pledge of Allegiance.
AGENDA ITEM NO. 2: CONSENT AGENDA
A. Minutes of Regular Meeting of April 6, 2021
Motion was made by Trustee Dowdell and seconded by Trustee Jones that Consent Agenda Items be approved.
Chairman put the motion to a roll call vote:
Aye: Dowdell, Lloyd, McComas, Jones Berrong
Nay: None
Chairman declared the motion carried.
AGENDA ITEM NO. 3: DISCUSSION, CONSIDERATION, AND POSSIBLE ACTION ITEMS
A. Update on Clinton Lake Water Treatment Plan Rehab Project and Related Water Projects and Update on the Emergency Repairs to Wastewater and Water Facilities due to the Recent Winter Storms.
Gene McCullough reported that the filter rehab and the platform project at the Clinton Lake WTP are moving forward, although more slowly than expected. Jonathon Imes with INFRAMARK reported that the belt press is up and running and that Capital Electric is working on pump and motor repairs.
Information only no action taken.
B. Purchase of a New JD 6145M Tractor from Western Equipment for Sludge Hauling at the WWTP.
Jonathon Imes with Inframark presented information regarding the request for purchase of the New JD 6145M Tractor from Western Equipment for Sludge Hauling at the WWTP. The quote received of $109,500 was below state contract pricing, state contract pricing quote was $112,465.56. City Manager Johnston also stated that even though we approve this purchase the likely delivery date will not be until August 2021 due to availability of goods during this time. However, if we do not order it now the delivery date will likely be extended even further.
The motion was made by Trustee Jones and seconded by Trustee Dowdell to approve the purchase of a New JD 6145M Tractor from Western Equipment for Sludge Hauling at the WWTP.

C. Purchase of a New Turbidimeter for use at the Lake Water Treatment Plant
Jonathon Imes with Inframark presented information regarding the quotes for the New Turbidimeter. He spoke to the Council regarding the HACH Turbidimeter. He stated that we currently have a service contract with HACH. The current Turbidimeter is dated technology and we are unable to get parts for it anymore. Mr. Imes also remarked that the update of the turbidimeter would additionally fix protocol and instrumentation to clear up data logging issues. The Council reviewed information presented.
The motion was made by Councilman Jones and seconded by Councilman Dowdell to approve the purchase of a Turbidimeter from HACH at the quoted price of $40,819.16.

AGENDA ITEM NO. 6: CITY MANAGER COMMENTS
City Manager Johnston discussed issues with the Clinton Lake Dam and that some precautionary measures would be taken with additional signage to keep vehicles from being driven on the dam. Ruts will very develop on earthen dams from the vehicles which will weaken the dam’s structural integrity. The most recent annual dam inspection called this to our attention for remedial action.
